We have a similar situation in construction industry now. Labor is needed by construction companies. The Migrant labor which went home due to fear are unemployed and they are seeking employment. Dichotomy ....it is in our sector too.
Aren't bureaucrats supposed to be educated or are they just literates ? Don't they know the ramifications of such knee jerk decisions? So many trial and errors.
